When in the Winco VPN SSL Client log messages, the following error is displayed: “The server is unavailable or is not SSL. The connection will be restarted every 30 seconds. " How should I proceed?

It means that the Winco VPN SSL Client is unable to connect to the VPN Server at the configured IP address and port. Probably the information entered in the Server and port fields of the VPN Server is divergent.

Verify the information by going to the Cloud VPN portal  > Dashboard, and compare the server and port with what you typed in the Winco SSL VPN Client.
